This category shows DIFROL’s budget execution according to the purchasing modality used, whether Agile Purchasing, Coordinated Purchasing, Framework Agreement, Public Bidding, or Direct Deal.
The purchase modalities, according to Law 19.886 of Bases on Administrative Contracts of Supply and Services, are the following:
- Agile Purchasing:It is a new purchasing modality through which public agencies may acquire goods and/or services expeditiously through mercadopublico.cl and suppliers may send their proposals and sell their products for an amount equal to or less than 30 Unidades Tributarias Mensuales (Monthly Tax Units).
- Coordinated purchase:The purchasing modality by which Ley de Compras regulate two or more entities (in addition to the public agencies voluntarily adhered to or represented by the ChileCompra Directorate) add demand through a competitive procedure.
- Framework Agreement:The purchasing modality through which public agencies can generate their purchases expeditiously through mercadopublico.cl through a catalog of services and products called “CHILECOMPRAEXPRESS.”
- Public Bidding:An administrative procedure carried out autonomously by a purchasing agency. Through Mercado Público, it invites interested suppliers to provide a good or service and selects and accepts the most convenient offer according to the criteria established in the bidding conditions.
- Direct Bidding: simplified and exceptional purchasing process, defined as a contracting procedure that, due to the nature of the negotiation involved, must be carried out without the concurrence of the requirements indicated for public and private bidding, a circumstance that must be accredited. Direct negotiation must be used only when strictly necessary, and its use must be justified.
Personnel Expenditures
The National Direction of Borders and Boundaries of the State makes available detailed information on its personnel expenditure. Statistics are provided on the average personnel expenditure by educational level, university degree, age range and gender, and the distribution of personnel by rank and gender. The purpose of this is to establish high levels of transparency within the framework of a policy of efficient use of resources.
